Competitive bidding threshold
Public construction is procured under the Utah Procurement Code (Utah Code 63G-6a); each procurement unit sets, by rule, the small-purchase limit below which simplified procedures apply and above which competitive bidding is required.
Award standard
Contracts go to the lowest responsible bidder.
Multiple-prime contracts
Utah has no statewide multiple-prime mandate. Unlike New York's Wicks Law or Pennsylvania's Separations Act, a single general contract is permitted.
Prevailing wage
Utah repealed its state prevailing-wage law in 1981 and has not replaced it.2 Federal Davis-Bacon rates apply only to federally funded work.
Document distribution & addenda
Utah DOT (Admin. Code R916-1-4) faxes and emails every addendum to all planholders, and state procurement rule R131-4-401(6) requires extending the bid time if a late addendum cannot be adequately considered.3
Under R131-4-401(6), the bid time is extended if a late addendum cannot be adequately considered.
Record of change
Utah procures public construction under the Procurement Code (63G-6a), with each unit setting its bidding limits by rule. Utah repealed its prevailing-wage law in 1981 and relies on federal Davis-Bacon for federally funded work.
