Competitive bidding threshold

Award standard

Contracts go to the lowest responsible bidder.1

Multiple-prime contracts (separate specifications)

For building projects over $300,000, G.S. §143-128 requires separate specifications for four branches — HVAC, plumbing and gas, electrical, and general work — and authorizes separate-prime, single-prime, or dual bidding.2

Performance and payment bonds are required for contracts over $50,000 on projects costing more than $300,000.

Prevailing wage

North Carolina has no state prevailing-wage law. Federal Davis-Bacon rates apply only to federally funded work.

Document distribution & addenda

North Carolina DOT issues addenda to all bidders and applies a 10-day rule under which an addendum issued within ten days of bid opening extends the bid date.3

An addendum issued within ten days of bid opening triggers NCDOT's 10-day rule extending the bid date.

Record of change
