Competitive bidding threshold
Public contracts over $53,000 must be publicly advertised and competitively bid when the unit has a Qualified Purchasing Agent (QPA); without a QPA the threshold is $17,500.1 The limits are set under the Local Public Contracts Law and rose on July 1, 2025.2
School districts follow the parallel Public School Contracts Law: $53,000 with a QPA, $39,000 without.

Multiple-prime contracts
New Jersey has no statewide multiple-prime mandate. Unlike New York's Wicks Law or Pennsylvania's Separations Act, a single general contract is permitted for public work.
Prevailing wage
Public work is subject to prevailing wage under the New Jersey Prevailing Wage Act.4 The threshold is $19,375 for municipal public work (effective July 1, 2024) and $2,000 for all other public bodies.
Performance and payment bonds are required on contracts over $100,000.
