Competitive bidding threshold
Public works projects estimated at $150,000 or more must be awarded on competitive bids under IC 36-1-12.1 Smaller projects use quote procedures; the "small projects" cap rose from $150,000 to $300,000 after the 2015 reforms.
Award standard
Contracts go to the lowest responsible bidder.1
Multiple-prime contracts
Indiana has no statewide multiple-prime mandate. Unlike New York's Wicks Law or Pennsylvania's Separations Act, a single general contract is permitted.
Prevailing wage
Indiana repealed its Common Construction Wage effective July 1, 2015.2 There is no state prevailing wage; only federal Davis-Bacon rates apply to federally funded work.
Document distribution & addenda
Indiana DOT §102 requires bidders to obtain and acknowledge every addendum posted to the Department's website and Bid Express, and Indiana public-works instructions issue interpretive addenda to all registered plan holders.3
Record of change
Indiana repealed its Common Construction Wage in 2015, ending state prevailing wage. Public works projects of $150,000 or more must be competitively bid under IC 36-1-12.
