Competitive bidding threshold

Under Florida Statutes §255.20, construction projects carry a base competitive-bidding threshold of $300,000 (and $75,000 for electrical work).1 Florida publishes no single current-year figure: each base is adjusted by the ENR Building Cost Index from a January 1, 2009 base to the year the project begins, so the effective threshold is computed per project.

Because the figure is indexed per project, always compute it from the §255.20 base and the current ENR Building Cost Index rather than relying on a printed estimate.

Award standard

Contracts go to the lowest responsible and responsive bidder.2

Multiple-prime contracts

Florida has no statewide multiple-prime mandate. Unlike New York's Wicks Law or Pennsylvania's Separations Act, a single general contract is permitted.

Prevailing wage

Florida has no state prevailing-wage law — it is a right-to-work state and repealed its state "Little Davis-Bacon" act. Federal Davis-Bacon rates still apply to federally funded work.

Document distribution & addenda

Florida DOT procurement procedure 375-000-001 requires every addendum to be sent by email to all plans, specifications, and proposal holders through the CPP addenda process.4

Record of change

2024 Law

Florida sets no single competitive-bidding figure: the §255.20 construction base of $300,000 (and $75,000 for electrical) is adjusted by the ENR Building Cost Index from a 2009 base to each project's start year. Florida has no state prevailing wage.
